RTL8111/8168/8411 slow download fast upload in fedora29

Here is the hardware info:

When I test the network speed I get ~20Mb/s in download and ~290Mb/s in upload; performing the same test on Win10 results in ~900Mb/s download and ~290Mb/s upload, so it's not a hardware problem. If I do the same test on the same PC, but using the WiFi (intel chip), I get >300Mb/s in download, so it shouldn't be any software/network configuration issue.

I tried both r8169 and r8168 on 4.19.13-300.fc29.x86_64, and there is essentially no difference (r8168 is a factor 2 faster, but sill a factor 30 slower than it should be).
