Gnome-Shell blur CSS theme

I know the CSS 'blur effect' can be applied when using it on a web page, but, How can this be used into a Gnome-Shell theme?

Is there a way to call libraries from cairo or to call an external css file in order to achieve the blur effect? This way we could have a 'KDE look like' transparent blurry backgrounds theme for all pop ups

I don't think the GTK3 CSS parser supports the blur_radius parameters yet, see:

You might be able to accomplish this with a gnome-shell extension, like Focus Effects:
