On a Fedora 19 host, with the latest updates, I have built Fedora 19 and Fedora 20 beta guests, but they will not shutdown. I have tried my best to configure either acpid or qemu-guest-agent, but neither seems to work. References to documentation would be especially useful.

You mean you can't shut them down using the virt-manager "Shutdown" button? Or you just can't shut them down at all?

They do shutdown, nothing special is needed (either standard or minimal installation whould work just fine). The question is - how are you shutting them down. Do not use "halt" command but "poweroff" or "shutdown -r now". When using GNOME 3, using Shutdown menu should work too.
