I am attempting to install a program called Koala. It's an app that works with SASS and Compass to help you write CSS. You can see the download page if you Google "Koala App."

I downloaded a 64 bit tar.gz file. Now, I have no idea how to install it. I've searched over and over to try to learn how to do this to no avail. Nothing works.

How can I get this program running on my machine?

It looks like koala_2.0.0_amd64.tar.gz has been compiled against an older systemd libudev.so.0. In order to start the koala executable on Fedora >= 18 one can create a symbolic link manually (see https://github.com/bachy/mageia-3-post-install-on-mpb-9.1/blob/master/install-koala.sh):

tar zxf koala_2.0.0_amd64.tar.gz
su -c "ln -sv libudev.so.1 /usr/lib64/libudev.so.0"
./koala/koala

On a 32-bit system you need koala_2.0.0_i386.tar.gz and /usr/lib/libudev.so.0.
