I have followed the directions in the link and encountered a similar problem. The specific error I get is "Downloading failed: Didn't install any keys" on package rpmfusion-nonfree-release-19-1.noarch

To me, sudo rpm --import /etc/pki/rpm-gpg/RPM-GPG-KEY-rpmfusion-nonfree-fedora-20 seems to have solved the problem.

I guess disabling external repositories(rpmfusion) during upgrade as advised in "Common_F20_bugs", would also have worked.

This appears to be the same problem as bz1066044, where the issue is explained and a solution is offered. https://bugzilla.redhat.com/show_bug.cgi?id=1066044#c2
