If the mouse will not work at all, and you did not set up a keyboard shortcut for Fedora to open the Terminal; you may want to switch over to the CLI by pressing CTRL+ALT+F2. You'll be prompted to log in with your credentials. You now have access to the terminal. CTRL+ALT+F1 to switch back. (As seen in Fedora 20)
Once that is accomplished, try what bitwiseoperator suggested.
Example Output:
Bus 004 Device 002: ID 412b:2052 Dell Computer Corp. Optical 5-Button Wheel Mouse
To further assist, please edit your question to include the output of the aforementioned command.
i have the same problem with fedora 26, and am tired searching for a solution. i typed the command like you advised and i get this output:
Bus 003 Device 015: ID 15d9:0a4c Trust International B.V. USB+PS/2 Optical Mouse
so is there any solution? @falalvivisection @bitwiseoperator
Try going to settings check settings you may have something shut off I've had this happen with usb keyboard.
I've had a usb mouse go bad try another mouse.I've had a usb port fail on the mother board try another port.

With the mouse plugged in, try executing "lsusb." You should see the name of your mouse if Fedora is detecting it. Of what make and model is the mouse?
