How does an app such as Libre Office 4.3 get into the testing queue

I'm new to Fedora and have seen Firefox and Libre Office updated several times. Libre Office 4.3 was released recently but I have not seen it in the queue at admin.fedoraproject.org/updates/F20. Firefox 32 however entered the queue the day it was released. Is there a faq or wiki that describes how an app enters the testing queue? Thanks

It's up to the maintainers to update their packages. We do have an updates policy in place here but it's still a guideline and not really a hard and fast rule: http://fedoraproject.org/wiki/Updates_Policy

I see that Fedora 20 is on Libreoffice 4.2. I doubt it'll see 4.3. Fedora 21 will have 4.3 when it releases.
