In Fedora, the tool to create installation DVDs is pungi and to create live disks, livecd-creator from livecd-tools package. If you've all the required packages locally, you should create a local repository using createrepo and then use that URL in your kickstart files.

However, this assumes that you can create an .iso which can be booted on your aarch64 hardware; which is likely to be doable for aarch64 systems with UEFI; but AFAIK you cannot create an bootable .iso for ANY aarch64 hardware.

For more info about aarch64 specific considerations, I'd suggest contacting with Fedora AArch64 team: https://fedoraproject.org/wiki/Architectures/AArch64#Communication
