You can use

dnf search NAME_OR_DESCRIPTION
or
yum search NAME_OR_DESCRIPTION
Next, you can print the info for a specific package by using
dnf info PACKAGE_NAME
or
yum info PACKAGE_NAME

You can use command repoquery from yum-utils

repoquery -a --pkgnarrow=available

will give all packages that you have in repos and not installed, you have man repoquery have good examples .
