Why you need qmake? Do you need compile it? smplayer is available in Rpmfusion...

0) su
1) dnf -y install --nogpgcheck http://download1.rpmfusion.org/free/fedora/rpmfusion-free-release-$(rpm -E %fedora).noarch.rpm http://download1.rpmfusion.org/nonfree/fedora/rpmfusion-nonfree-release-$(rpm -E %fedora).noarch.rpm
2) dnf -y install smplayer

If you need compile it then...

qt-devel provides it...

1) su
2) dnf -y install qt-devel

export qmake=/usr/bin/qmake-qt4
