Why doesn't yum find latest version of software?

Hi, I installed basemap (a python mapping tool) via yum but it seems to give an old release (0.99.4). The latest version is 1.0.2 and can be found on sourcefourge. I'm just wondering how yum is set up, that is how it finds software, is it up to the developer to allow yum to find it or should it happen automatically??

Yum does install the latest versions but only the latest versions in its repositories.

It will be some time before the Fedora packagers get round to checking and packaging any new software as an RPM for Fedora. The repositories that yum checks always lag behind the latest versions from sites like sourceforge.
