On your terminal issue command

swapon

It should start swap, but also make sure your swap partition is on your fstab normally on boot swapon is issue and if a swap entry is found on the fstab it will start it. On your terminal do:

grep swap /etc/fstab

It shoul return the line with the swap partition, make sure it is not commented

If this line is not there add it

/dev/sdax swap swap defaults 0 0

sdax has to be adjusted to your actual swap partition. (look it up with lsblk).
