Is your internet connection working fine otherwise? What does ping mirrors.fedoraproject.org answer?

I would do a sudo dnf clean all first, followed by a new update attempt: sudo dnf upgrade.

You don’t have a working Internet connection. Connect to the Internet and try again. The upgrade may have broken your WiFi or maybe your Ethernet driver. Try with a USB Ethernet or WiFi adapter if you’re stuck.
