I tried that . I installed clamav-update package and then run freshclam but I got error message ERROR: Please edit the example config file /etc/freshclam.conf ERROR: Can't open/parse the config file /etc/freshclam.conf

I use clamav to scan pen drives, I have installed :
clamav-0.99-2.fc23.x86_64
clamav-data-0.99-2.fc23.noarch
clamav-filesystem-0.99-2.fc23.noarch
clamav-lib-0.99-2.fc23.x86_64
clamav-update-0.99-2.fc23.x86_64

you need edit /etc/freshclam.conf and comment example in line 8 :

# Comment or remove the line below.
#Example

And I run this (as root) to update database:

/usr/share/clamav/freshclam-sleep xnow

and (as normal user)

clamscan -r /home

works for me .

About permissions , I remember that I had same troubles

ll /var/lib/clamav -d
drwxr-xr-x. 2 clamupdate clamupdate 4096 Abr 7 18:09 /var/lib/clamav

you may need do as root:

chown -R clamupdate:clamupdate /var/lib/clamav

That message show that you need to update your virus databases to that you need to run freshclam to update it first.

freshclam is part of the clamav-update package. You may need to install that first.
