I'm not sure about what you are trying to do. If you want to upgrade the packages installed on your system try to use

sudo dnf upgrade

I read here "Apt tools" there is a way to use apt on Fedora system althought it isn't the default package manager on rpm's operating system.

Use dnf instead!, apt is for debian based distro's and hasn't worked on fedora for many years.

Kali is a Debian based distribution while Fedora is based on rpm packages and does not natively use apt-get. Instead it uses dnf. The dnf program is very similar in syntax for some things to use and as it comes set up to work already in the Fedora installation why not learn the tool? sudo dnf update probably does what you are trying to accomplish in Fedora linux with sudo apt-get update. If you need more than this simple advice, the first place to look is to run the command, man dnf and read about it a little bit -- you'll find it is so simple to do the upgrade that it should take no time at all to learn at least that part of it.
