Unable to use integrated Intel graphics

I'm on a laptop(Haswell U) which also has an AMD graphics card.

Although Fedora uses integrated Intel graphics on live usb but when installed it uses software rendering(gallium) . I checked these from glxinfo.

Just before login screen there is an error saying

[drm:amdgpu_init [amdgpu]] *ERROR* VGACON disables amdpgu kernel modesetting

It seems as if Fedora tries to utilize the dedicated AMD GPU but when that fails it falls back to software rendering instead of the integrated GPU.

How could one force the use of Intel drivers?

UPDATE 1 I installed CentOS 7 and it is able to utilize the Intel graphics

UPDATE 2 I installed Debian 8.5 and it had no such issue

put radeon.modeset=0 rd.blacklist=radeon nomodeset in kernel commandline
