After the update of NetworkManager 0.9.0-1, I am experiencing more problems to connect to mobile broadband. It is not connecting at most times, which connects better at Ubuntu and Windows. Because of this issue, i am unable to use Fedora 15 now. Is there any way to downgrade NetworkManager without internet.

Regards, Arun

NetworkManager and ModemManager debugging information is at http://live.gnome.org/NetworkManager/Debugging . That's the best way to get logs to find out whats going on, then please file a bug so we can track down the issue and put out an update.

Which modem/device are you using? I've also been unable to use one of my friends' MTS MBlaze. Can you also check "tail -f /var/log/messages" as root when plugging in the broadband device and trying to connect, to see any error messages?

I am also using NetworkManager-0.9.0-1.fc15.i686 but I have to execute wvdial for connecting my modem (MTS MBlaze) but others things working fine (wifi and wired). May be you can also try wvdial for connecting your modem.
