Were marked as duplicate, but I searched and found no other questions and therefore answer.

So I have to ask again, Where can I download a Fedora less than 700 MB?

Do you want to burn it to a CD

A USB pen drive can be handy. They are cheap, everywhere and they are re-writable, so you can use them many times. How to create one? Check this

Otherwise, only netimage as suggested by @vtrefny below but that won't give you a Live System...

I want a GParted CD. Even if I used a USB drive I would still prefer a smaller file.

You mean this: http://gparted.org/livecd.php ?

Keep in mind, the Fedora installer, called anaconda enables you to change and arrange the partitions - of course, also when started from a netinstall-image.

OK thanks that seems like a feasible solution although it still would be nice to be able to use the same CD for resizing partitions and installing Fedora

Do the netinstall images have a desktop environment? I need a live image for gparted and installing a GUI just to use gparted is impractical.

No, it doesn't. Netinstall doesn't have live environment, just installation. Next time please specify why you need a small ISO. If you just need GParted, use GParted Live -- http://gparted.org/livecd.php
