I am a newby with each new version. Please excuse me if this sounds like a dumb question.

I started with a clean install from a boot dvd. There are no files from my old F24 version to cause problems.

In earlier versions of Fedora I could enable the Desktop with Gnome-tweak-tool. I downloaded the tool for Fedora 25 but the "Icons on Desktop" switch does not work.

Is there a work around or fix?

Wayland (the default in Fedora 25) does not support icons or folders on the desktop. However, if you choose 'GNOME on X11' from the login screen (rather than 'GNOME'), enabling desktop icons and folders with the tweak tool should work as before.
