fedora 28 asking for authentication for USB & hibernate

Since upgrading to Fedora 28, I have been getting polkit requests to authenticate when mounting USB sticks, and for hibernating when other users are logged in.

Why did this change & what is the correct way to revert to the Fedora 27 behavior which allowed this by default?

For the USB issue I have a workaround. After finding this http://www.mgreene.org/?p=221, I've edited my /usr/share/polkit-1/actions/org.freedesktop.UDisks2.policy file to set the <allow_active>yes</allow_active> for *.filesystem-mount and *filesystem.mount-other-seat. This appeared to fix the issue, but I don't know if that's made it less secure than Fedora 27.
