Fedora 28 doesn't recognize usb 3.0

Hi Guys, i have a problem with fedora 28 (kernel 4.18.16-200) is not recognizing the USB 3.0. It only works when the pendrive is connect during the boot however if i disconnect the drive and then connect it again it wont be recognized.

The USB 2.0 is working just fine.
