Does the jackuser group in Fedora, play the same role as the audio group in other distributions?

Does the jackuser group in Fedora, play the same role as the audio group in other distributions? If that is the case, why do the parameters in /etc/security/limits.d/95-jack.conf diverge so much from the suggested parameters in the Jack Audio FAQ? The FAQ recommends setting realtime priority to 95 and memlock to unlimited, whereas the 95-jack.conf file has settings set to:
@jackuser - rtprio 70
@jackuser - memlock 4194304
The memlock number looks quite weird…
