Fedora pastebin suffered a restructuring and it’s disable from its beginnings

It is not a feature we want enabled as it isn’t tied into the Fedora Account System. Having multiple account systems is harder to audit and secure so we only want one.

Currently we currently have no plans at turning on the modernpaste registration system and are looking at implementing a different paste system.
