How to mount disk in GCP to CoreOS without errors?

Hi all
I am trying to mount partittion to coreos instance, use this ignition config

     disks:
     - device: /dev/disk/by-id/google-prom
       wipe_table: false
       partitions:
       - number: 1
         size_mib: 0
         start_mib: 0
         label: data

And ignition failed
