I ran sudo dnf upgrade first which worked fine.
And then sudo dnf distro-sync, but it is going to downgrade a large number of packages, so I didn’t execute the command.

Yes, that’s fine. Before the release is made, you’ll also have packages from the updates-testing
repository, but this repository will be disabled after release on upgraded machines. So the distro-sync will remove any packages from here, which is why it downgrades. When (if) these updates-testing versions make it to the updates repository, you’ll receive them again.
