Out of curiosity, do you have some extensions installed?
Nope, its a completely stock install pretty much.
Look in the logs if you spot something.
In addition, try to create a new user and see if the issue is there as well.
What does the following command say?
gsettings get org.gnome.shell app-picker-layout
It should list all your start menu apps and their position.
If it is empty, we have to fill it again.
Easy fix might be to create a new user profile and to execute the same command as above there.
Then filling the gsettings of your old profile with the output of your new one, like this
gsettings set org.gnome.shell app-picker-layout "[{'org.gnome.Boxes.desktop': <{'position': <0>}>}]"
If your new profile as well is being empty, then I have no idea yet.
Unfortunately, even on a newly created user I don’t have any applications.
The output of gsettings get org.gnome.shell app-picker-layout
seems fine, even in my original user:

Even after running gsettings set org.gnome.shell app-picker-layout
with that output, I still have nothing.
Another thing to note, even though both of my users have access to sudo, none of the gnome shell options which require administrator privileges work. For example, I had to create the new test user through the CLI, because the gnome settings app would not let me.
Looking in the logs, polkitd seems to be crashing and dumping its core in my journalctl.

F 35 has some bugs in the activities screen. People are working on that.
You could try to install a newer nightly.
In Test Results:Fedora 35 Branched 20211010.n.0 Installation - Fedora Project Wiki you will find some you might like.
The odd thing is that I can’t find a bug about this on the Gnome Gitlab instance yet:
In the meantime, maybe we can look at the errors you get. For example these:
parental controls are provided by the “malcontent” package in Gnome shell:

Next, in settings > users, for the new user that you created, do you see the “parental controls” entry?
Hey, sorry it took me a while to answer.
I have those packages installed, however no parental controls option under my new user.
With regards to installing a newer image, I’m perfectly happy to do that to fix my issue, but Fedora is not my primary OS, so I’m happy to sit on a broken install and troubleshoot with y’all if that’d be helpful from a GNOME development perspective?
Well, at the moment you’re the only one experiencing this issue so we can’t yet note it as a Gnome/Fedora issue—for the moment it’s specific to your installation. We’re just having a hard time figuring out what the issue is.
If this were a common issue in Gnome/Fedora, the QA steps would’ve definitely found it—not having app icons in the activities overview is kind of hard to miss
Alright, then I’ll reinstall tomorrow.
Maybe a reinstall is not necessary.
First try doing a “sudo dnf distro-sync” and see if that fixes the problem before the full reinstall.
