So I had screen tearing when playing videos on Gnome videos and celluloid on Ubuntu and pop os even after downloading all gstreamer codecs and restricted extra
But on fedora it worked perfectly,

Ubuntu and Pop OS uses Xorg by default if I am not mistaken, GNOME on Fedora uses Wayland by default. So, in my opinion, Wayland solves your screen tearing issues, not codecs used by Fedora I think.
